{"id":1553,"date":"2018-05-21T12:19:21","date_gmt":"2018-05-21T12:19:21","guid":{"rendered":"https:\/\/kodavaclan.com\/kodaguheritage\/?p=1553"},"modified":"2020-07-05T04:50:48","modified_gmt":"2020-07-05T04:50:48","slug":"ketolira-chengappa","status":"publish","type":"post","link":"https:\/\/kodavaclan.com\/kodaguheritage\/ketolira-chengappa\/","title":{"rendered":"Dewan Bahadur Ketolira Chengappa"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><strong>Dewan Bahadur Ketolira Chengappa, <\/strong>C.I.E., was born on 3rd March 1878 to <a href=\"https:\/\/kodavaclan.com\/kodaguheritage\/ketolira-okka\/\">Ketolira<\/a>Muddaiah (worked as a village official) &amp; Bolliavva (\u201cKondira\u201d Family) from Yavakapadi Village, Kabinakad, Napoklu.&nbsp;<\/p>\n<p>He became the <strong><a href=\"https:\/\/kodavaclan.com\/kodaguheritage\/first-kodava\/\">first Indian to be appointed as a District Magistrate by the British in 1921<\/a>.<\/strong> After his tenure as Commissioner of Coorg in 1935, he was appointed by the British as the Chief of National War Front in Coorg in 1942. Thereafter, he went on graduate from University of Madras.&nbsp; Later on he cleared the &#8220;Indian Civil Service&#8221; (ICS), officially known as the &#8220;Imperial Civil Service&#8221;, is the elite higher civil service of the British Empire in British India during British rule.&nbsp;<\/li>\n<\/ul>\n<h3><span style=\"font-size: 18pt;\"><strong>Career<\/strong><\/span><\/h3>\n<ul>\n<li>Ketolira Chengappa joined the services as a parpathigar in 1909 and rose to become the Assistant Commissioner in 1916.<\/li>\n<li>Ketolira Chengappa was the<a href=\"https:\/\/kodavaclan.com\/kodaguheritage\/first-kodava\/\"> first Indian and first Kodava person to be appointed as the \u201cChief Commissioner\u201d.<\/a><\/li>\n<li>Chengappa ruled <a href=\"https:\/\/kodavaclan.com\/kodaguheritage\/kodagu-district\/\">Kodagu<\/a> as Chief Commissioner for 5 years i.e. from 1946 to 1951.<\/li>\n<li>After independence in 1947, Ketolira Chengappa was the first Kodava person to hoist Indian flag on <a href=\"https:\/\/kodavaclan.com\/kodaguheritage\/madikeri-fort\/\">Madikeri fort<\/a>.<\/li>\n<\/ul>\n<h3>Title<\/h3>\n<ul>\n<li>During the Raj he was made a Commissioner of Coorg first and titled&nbsp;Rao Bahadur.<\/li>\n<li>He was honoured with the title \u201c<a href=\"https:\/\/kodavaclan.com\/kodaguheritage\/dewan-bahadur-diwan-bahadur\/\">Dewan Bahadur<\/a>\u201d in 1947.<\/li>\n<\/ul>\n<p>Chengappa helped set up the Indian Coffee Cess Committee in 1920&#8217;s and enabled all British-run estates to form a private consortium called &#8220;Consolidated Coffee&#8221;. In 1936, the Indian Cess Committee aided the creation of the Indian Coffee Board and sparked the birth of the celebrated India Coffee House chain, later run by worker co-operatives.
